The $600 billion Paycheck Protection Program is the centerpiece of the recent CARES Act and was designed to help small businesses stay afloat through the government shutdowns. It's a promising and helpful program, but the rollout has been choppy at best. The PPP Flexibility Act, signed into law on June 5, fixed some of the major problems but questions still remain.
